Counterespionage Efforts: Whom to Rely on?

反間防諜工作是內(nèi)防與外防相統(tǒng)一的工作，也是切實(shí)維護(hù)我國家利益的基礎(chǔ)性工作、全局工作和長遠(yuǎn)工作，不僅需要國家安全機(jī)關(guān)發(fā)揮作用，更需要人民群眾廣泛參與、共同防范，筑牢反間防諜的國家安全人民防線。反間諜工作堅(jiān)持專門工作與群眾路線相結(jié)合的原則，這是黨的群眾路線在隱蔽戰(zhàn)線的生動體現(xiàn)，是我黨長期以來隱蔽戰(zhàn)線斗爭積累形成的寶貴經(jīng)驗(yàn)，也是新時代新征程反間諜斗爭必須遵循的基本要求。

Serving as a foundational, comprehensive and continuous effort, counterespionage work integrates both effective internal and external defenses to safeguard China's national interests. This effort requires not only the role of its state security organs, but also calls for broad participation of the people to jointly build an impregnable line of defense for China’s national security. Counterespionage efforts adhere to the principle of combining specialized work with the public support, which manifests the spirit of Communist Party's mass line, represents valuable experiences through the Party's long-term struggles on the covert front, and underpins the essential requirements for counterespionage operations in the new era.

——依靠廣大人民群眾。國家安全一切為了人民，一切依靠人民。群眾路線是我們黨的生命線和根本工作路線，國家安全工作歸根到底是保障人民利益，做好國家安全工作必須緊緊依靠人民。反間諜工作作為國家安全工作的重要組成，必須始終把人民作為基礎(chǔ)性力量，在人民中找到根基，從人民中集聚力量，由人民共同來完成。國家安全機(jī)關(guān)在反間諜工作中必須依靠人民的支持，動員、組織人民防范、制止間諜行為，不斷增強(qiáng)全民反間諜安全防范意識和國家安全素養(yǎng)，筑牢反間防諜人民防線，打好反間防諜人民戰(zhàn)爭。

--Reliance on the Support of the People. All national security work is by the people and for the people. The mass line is the Party’s lifeline and basic work line, and the principle of reliance on the people is central to state security work which serves to fundamentally and ultimately safeguard the people’s interests. As one of critical components, counterespionage efforts must root themselves among the people, gather strength from the people, and be accomplished with the help of the people. In their counterespionage work, state security organs mobilize and organize the people to guard against and stop espionage, improve their literacy and awareness of national security, and with their joint efforts, build a firm line of people's defense for national security.

——依靠國家安全機(jī)關(guān)專門力量。國家安全機(jī)關(guān)是反間諜工作的主管機(jī)關(guān)，反間諜工作是黨和人民賦予的光榮職責(zé)使命。面對日益嚴(yán)峻復(fù)雜的反間諜斗爭形勢，國家安全機(jī)關(guān)不斷加強(qiáng)反間諜工作，聚焦維護(hù)國家戰(zhàn)略利益和核心秘密安全，組織斗爭攻勢，深入開展反間諜專項(xiàng)行動，偵辦破獲了一大批間諜竊密案件，打的一手更狠、防的一手更嚴(yán)。特別是深入貫徹落實(shí)新修訂的《反間諜法》，依法懲治間諜違法犯罪，有效保護(hù)促進(jìn)正常對外交流，更加精準(zhǔn)“保護(hù)合法、打擊非法”，確保反間防諜工作始終在法治軌道上進(jìn)行。

--Reliance on Specialized State Security Forces. Entrusted by the Party and the people, the state security authorities are the organs in charge of the counterespionage work. In the face of growing severity and complexity of counterespionage work, they have always been focusing on the safety of strategic state interests and secrets. By launching effective countermeasures such as campaigns and operations, they have cracked a series of major espionage cases and secret theft crimes, demonstrating their determination for tough fights in both their attacks on and prevention against espionage activities. While rigorously implementing the newly revised Counterespionage Law, state security organs have lawfully punished espionage crimes, safeguarded legitimate international exchanges, and delivered targeted strikes of “protecting the lawful and stopping the unlawful” under the rule of the law.

——依靠全社會各行業(yè)各部門?！斗撮g諜法》明確規(guī)定，一切國家機(jī)關(guān)和武裝力量、各政黨和各人民團(tuán)體、企事業(yè)組織和其他社會組織，都有防范、制止間諜行為，維護(hù)國家安全的義務(wù)。任何公民和組織都應(yīng)當(dāng)依法支持、協(xié)助反間諜工作，保守所知悉的國家秘密和反間諜工作秘密。針對新形勢下反間諜斗爭需要，國家安全機(jī)關(guān)創(chuàng)新斗爭格局，完善反間諜工作協(xié)調(diào)機(jī)制，指導(dǎo)國家機(jī)關(guān)、人民團(tuán)體、企事業(yè)組織和其他社會組織特別是反間諜安全防范重點(diǎn)單位落實(shí)好各項(xiàng)反間諜安全防范措施，織牢織密反間諜安全防范“立體網(wǎng)”。

--Reliance on All Organizations and Social Groups. The Counterespionage Law mandates that all state organs and armed forces, political parties and organizations, enterprises and public institutions have the obligations to stop espionage activities and maintain national security. Any citizen or organization shall, in accordance with the law, provide support and assistance in counterespionage work, and keep the state and counterespionage secrets that one has learned. In light of new counterespionage challenges, the state security organs have developed a new work pattern and enhanced the mechanism for coordinated efforts. By guiding all individuals and organizations, especially key institutions vulnerable to espionage infiltration, they have implemented precautionary measures, and woven a “three-dimensional security network” to guard against, stop and punish espionage activities.

反間防諜人人有責(zé)、人人盡責(zé)。國家安全機(jī)關(guān)持續(xù)開展反間諜宣傳教育活動，依托部官方新媒體平臺深入淺出普法釋法、重磅公布間諜案例、深度解析敵情案情，凝聚理解支持反間諜工作的強(qiáng)大合力；加強(qiáng)12339等反間諜線索舉報(bào)平臺建設(shè)，依法及時處理舉報(bào)信息，暢通公民、組織舉報(bào)危害國家安全行為的渠道；健全鼓勵公民參與反間諜工作的保障機(jī)制，對舉報(bào)間諜行為或者在反間諜工作中作出重大貢獻(xiàn)的個人和組織依法予以表彰、獎勵和保護(hù)，形成了人民群眾參與反間諜工作的常態(tài)化機(jī)制，必將匯聚全社會維護(hù)國家安全的強(qiáng)大合力，構(gòu)筑起反間防諜鋼鐵長城。

Counterespionage work is everyone’s duty and responsibility. In order to enhance people’s understanding and support, the state security organs have held extensive educational activities, and set up official new media platforms to improve public awareness by disclosing cases of counterespionage operations. To ensure timely and efficient responses, they have also built report platforms, e.g. 12339, which function as channels for individuals or organizations to report acts against national security. Preventive mechanisms to support public participation have also been strengthened with commendations, rewards and legal protections for those with significant contributions. With institutionalized public engagement, an ironclad “Great Wall” of a powerful synergy across society has been built to safeguard national security.
